The photographer is Plummer of Wheeling, West Virginia. Research reveals that F. W. Plummer operated a photographic studio at 1138 Main Street in Wheeling.

I have a cabinet card that is a bit similar. The child in the photo I have is very much a little girl. I suspect this one is a girl because of the hair-bow. The child in the photo I have is also carrying a cane – but she also has a very obvious problem with one leg.

I respectfully disagree with SJG. This is a little boy, not a little girl. He does not have a hair bow, just a ringlet placed on the top of his head. See the card under the “Bicycle” category in this site for another little lad with the same hair style.
