The woman’s outfit looks suspiciously like a salvation army uniform. The woman is holding an umbrella. The little girls couldn’t be sitting any closer. Their straw hats can be seen on the floor. Note how elaborate the backdrop is in this photograph.

THE CABINET CARD GALLERY 
Looking at the woman’s left hand, it is difficult to tell if she is wearing a glove or not. The back of the hand seems to have a fabric covering yet the first and second fingers have clearly defined nails and knuckles and there appears to be a ring on the third finger.
The costume does resemble a Salvation Army uniform especially the shape of the hat. There seems to be flowers on it though.

You made a great observation. I never noticed the woman’s odd gloved hand. I am wondering whether her glove has holes in it and if her fingers are protruding through the holes. A second remote guess is that the woman has an artificial hand. In regard to the salvation army type dress, I suppose this Nebraska woman is just dressed in a conservative outfit of the day.
