The boy is the “Little Dutch Boy.” He was the ‘mascot’ for Dutch Boy paints, a well-known paint company. The company may have provided the template for that blotter.

Thanks for the info about the “Little Dutch Boy”. Once you reminded me, I remember the mascot. I looked it up and learned that Dutch Boy paints are still sold today. The company has been owned by Sherwin Williams since 1980. Thanks again for the comment.
