The little girl is holding a basket of flowers and her younger brother has a toy rabbit on his lap. The young woman’s dress is made of material that is not commonly seen in cabinet card photographs. Hopefully, a visitor to the Cabinet Card Gallery will be able to identify the dress’s material. This cabinet card portrait is in very good condition (see scans).

The material of the dress looks like tweed-cloth, made from wool, plain weave: a typical outdoor dress, or more likely, a two-piece. I think, this photograph was taken for some Easter greetings.
I agree with the comment above, seems to be a wool tweed–yes, for outdoor wear, I’ve seen such garments referred to as “walking costumes.” The children, by contrast, are wearing clothes much more suited to warmer weather. There is a very strong resemblance between the little girl on the left and the young lady–could be siblings or mother and children–guess we’ll never know, but always fun to speculate.
