He has a pin on the lapel of his jacket and a larger pin on the lapel of his vest. He is also sporting a pocket watch. Also take note of his wire rim glasses. The photographer is Siegel Cooper and Company of  Chicago, Illinois. Siegel Cooper was a major department store in Chicago. FAMILY FINDS SALVATION IN CHICAGO, ILLINOIS – SALVATION ARMY CABINET CARD

The two older children are wearing identical outfits that may be Salvation Army issued.
